Delivering funded retrofit programmes

Regardless of how your retrofit programme is funded, all local authority funding streams come with specific compliance and reporting requirements.

We understand what funders need to see and ensure that we provide:

  • Submissions that progress smoothly through funding drawdown

We can begin property surveys within two weeks of programme mobilisation, and we make sure that councils have real-time visibility of programme progress throughout delivery, without needing to chase us for updates.

Principal contractor responsibility under CDM

On multi-trade retrofit programmes, LMF acts as Principal Contractor under the Construction (Design and Management) Regulations 2015.

This means responsibility for coordinating site safety sits with us rather than being distributed across multiple contractors. For local authorities, this significantly reduces the complexity of delivery and minimises risk.

Working across complex housing stock

Local authority housing stock often include terraced streets, detached homes, bungalows, solid-wall properties and mixed-tenure estates that all require different retrofit solutions.

Our design team assesses each property individually and develops the appropriate combination of measures for that specific home. This avoids a one-size-fits-all approach and ensures each property receives the right solution.

Resident engagement at programme scale

Resident engagement is one of the most demanding parts of a retrofit programme.

Our Tenant Liaison Officers (TLOs) manage all resident-facing communication. They:

  • Door-knock every property

  • Explain the planned works directly to residents

  • Manage queries and concerns

  • Provide additional support where vulnerable households are identified

Our target is to reach and inform at least 70% of residents on every programme.

All staff and delivery partners entering resident homes are DBS checked, and our TLOs receive training in communicating with residents living with dementia.

Reporting and governance

We structure reporting around each council’s governance requirements rather than applying a standard template.

However, throughout delivery, your team will be able to access:

  • Programme progress data

  • Resident engagement metrics

  • Quality assurance records

  • Compliance documentation

This ensures that councils have the information they need for:

  • Internal governance

  • Member briefings

  • Funder reporting and assurance

Recent Local Authority programmes

Bury Council

A £4m Warm Homes Social Housing programme that delivered energy efficiency improvements across 220 homes across multiple sites in fuel-poor communities.

Cheshire West and Chester

A £2.1m programme targeted properties with low EPC ratings and high fuel poverty risk. We upgraded 264 homes of mixed type and tenure.

Greater Manchester Combined Authority

We delivered energy efficiency upgrades to 196 homes under the GHG Local Authority Delivery scheme.
