Making homes warmer and more efficient

The Warm Homes: Local Grant is a government-funded programme, delivered by local authorities in England, to help low-income households living in energy-inefficient homes. The scheme provides fully funded energy efficiency upgrades and low-carbon heating solutions to reduce fuel poverty, lower energy bills, and improve comfort.

How the scheme works

Local authorities receive funding to deliver energy-saving measures in eligible homes. These can include:

  • Wall, loft, and underfloor insulation.
  • Draught-proofing and glazing upgrades.
  • Solar panels and smart heating controls.
  • Low-carbon heating systems, such as heat pumps.

Works are tailored to each property following an assessment, ensuring the upgrades make a real difference to energy performance.

Eligibility and funding

The grant is open to owner-occupied, privately rented, and park homes used as main residences with an EPC rating of D to G. All fuel types are eligible, including on-grid and off-grid properties.

Social housing is generally excluded, except in certain infill cases, where separate funding rules apply.

The scheme can provide:

  • Up to £15,000 per property for energy performance upgrades.
  • Up to £15,000 per property for low-carbon heating systems.

The amount awarded depends on the measures installed and the needs of the property.
