Who is eligible for Great British Insulation Scheme (GBIS) funding?

If you live in a poorly insulated home and are on a low income or receive certain benefits, you could qualify for free insulation upgrades, under the government-backed ECO4 scheme.

These improvements can save you hundreds of pounds and help create a warmer, more energy-efficient home.

What is the Great British Insulation Scheme (GBIS)?

GBIS is a government-backed scheme that provides funding for insulation measures to improve energy efficiency and lower household bills.

If you qualify, GBIS can help with:

  • Loft insulation
  • Cavity wall insulation
  • Solid wall insulation
  • Room-in-roof insulation
  • Flat roof insulation

In most cases, GBIS covers one main insulation measure per property.

Who is eligible for the Great British Insulation Scheme?

Broadly speaking, there are two parts to eligibility under the ECO4 Scheme rules:

Your Home

Your property must be in need of energy efficiency upgrades. This is measured by your home's Energy Performance Certificate (EPC) and is similar to the energy ratings you might see on fridges, washing machines and other electrical appliances.

Properties with an EPC of D, E, F or G qualify for upgrades. As a rule of thumb, the lower your EPC, the more upgrades you will have access to. Older properties might not have an EPC, so we will assess your home as part of your application. If you live in England or Wales, you can check your EPC here. Scottish residents can find their EPC here.

Alongside the EPC rating, property type is important too. We're only able to support traditional housing (detached, semi-detached, terrace, bungalow, etc) and flats

Also, GBIS is only open to homeowners and private tenants. If you are a council or Housing Association tenant, you'll need to contact your property manager for further information.

GBIS was set up to support low-income and vulnerable households to reduce their energy bills and bring people out of fuel poverty. With this in mind there are three groups who we are able to support. You only need to be in one of these groups:

Means tested benefits - if you are in receipt of one of the following benefits, you are likely to be eligible:

  • Income Based Jobseekers Allowance (JSA)
  • Income Related Employment & Support Allowance (ESA)
  • Income Support (IS)
  • Pension Credit Guarantee
  • Working Tax Credit (WTC)
  • Child Tax Credits (CTC)
  • Universal Credit (UC)
  • Housing Benefit
  • Pension Credit Savings

Income - households with a total income of less than £31,000 qualify for support.

Medical - individuals who have long-term medical conditions, such as cardiovascular, immune, mobility or respiratory conditions are eligible.
