Who Pays for the ECO4 Scheme?

If you’ve heard about free insulation, heating systems, or solar panels through ECO4, your first question might be: “Who’s paying for all this?”

ECO4 is funded by energy suppliers

ECO4 stands for the Energy Company Obligation, a government-backed scheme that requires large energy suppliers to fund energy-saving improvements in UK homes.

It’s not a government handout. It’s not council funded. And it’s not a loan.
Instead, it’s part of the price you already pay in your energy bills.

You’ve probably already helped fund ECO4

Every household in the UK contributes to ECO funding through a Green Energy Levy, which is included in all home energy bills. This is 11% of an average energy bill or £155 annually. This money is kept aside to fund schemes like ECO4 and also supports other renewable programs and environmental initiatives.

So, if you qualify for support under the ECO4 Scheme, you're not taking funds from taxes, you're claiming from a fund which you've probably already contributed to.

Why do energy suppliers have to pay?

Both the government and Ofgem (the energy market regulator) require large suppliers, such as British Gas, EDF, E.ON and Octopus to meet carbon reduction targets and help fight fuel poverty.

This ensures they're doing their bit to reduce their impact on the environment and improve the quality of life for their customers.

To do that, they must fund:

  • Insulation
  • Heating system replacements
  • First-time central heating
  • Renewable upgrades like solar panels

These are delivered through approved ECO4 installers (like us) at no cost to the customer.

Who is eligible for the ECO4 Scheme?

Broadly speaking, there are two parts to eligibility under the ECO4 Scheme rules:

Your Home

Your property must be in need of energy efficiency upgrades. This is measured by your home's Energy Performance Certificate (EPC) and is similar to the energy ratings you might see on fridges, washing machines and other electrical appliances.

Properties with an EPC of D, E, F or G qualify for upgrades. As a rule of thumb, the lower your EPC, the more upgrades you will have access to. Older properties might not have an EPC, so we will assess your home as part of your application. If you live in England or Wales, you can check your EPC here. Scottish residents can find their EPC here.

Alongside the EPC rating, property type is important too. We're only able to support traditional housing (detached, semi-detached, terrace, bungalow, etc) and flats

Also, ECO4 is only open to homeowners and private tenants. If you are a council or Housing Association tenant, you'll need to contact your property manager for further information.

ECO4 was set up to support low-income and vulnerable households to reduce their energy bills and bring people out of fuel poverty. With this in mind there are three groups who we are able to support. You only need to be in one of these groups:

Means tested benefits - if you are in receipt of one of the following benefits, you are likely to be eligible:

  • Income Based Jobseekers Allowance (JSA)
  • Income Related Employment & Support Allowance (ESA)
  • Income Support (IS)
  • Pension Credit Guarantee
  • Working Tax Credit (WTC)
  • Child Tax Credits (CTC)
  • Universal Credit (UC)
  • Housing Benefit
  • Pension Credit Savings

Income - households with a total income of less than £31,000 qualify for support.

Medical - individuals who have long-term medical conditions, such as cardiovascular, immune, mobility or respiratory conditions are eligible.
