ECO4 - Free insulation for low-income households

The Energy Company Obligation (ECO4) provides fully funded insulation upgrades for homes that meet certain criteria.
You may be eligible if:

  • You receive means-tested benefits
  • Your household income is under £31,000
  • Someone in your home has a qualifying health condition
  • Your home is off the gas grid
  • Your EPC rating is D, E, F, or G

GBIS – The Great British Insulation Scheme

GBIS offers partial or full funding for insulation to a wider range of households — including those not eligible under ECO4.

You may qualify if:

  • Your home is in a council tax band A-D (England) or A-E (Scotland/Wales)
  • Your home has an EPC rating of D or lower
  • You do not already receive government benefits

This scheme is ideal for households who are struggling with bills but don’t meet the income or benefit requirements of ECO4.
